DBE-LogoMetro’s Disadvantage/Small Business Enterprise

The California Disadvantage Business Enterprise (DBE) was created so that Minority Owned Business in the State of California can compete on a fairer playing field. SBC Consultants, Inc. uses a Unified Application process which allows those certified to be accepted Statewide, not just by one department. The DBE Program provides a vehicle for ensuring participation by disadvantaged business enterprises with agencies including but not limited to:

  • State transportation agencies for highway construction and improvements
  • To airports for facilities
